I’m fairly certain its a tea-cup Maltese. I grew up with normal sized Maltese and we recently were searching for another dog. I kept coming across pictures very similar to this online for what is essentially internet based puppy mills. These dogs have SERIOUS health issues. Only ever buy dogs from a reputable breeder or adopt from a shelter, like we did.
This is not a Maltese is is a tiny, undersized Pomeranian,probably a true runt (which is something very different than the smallest of the litter). You will not find one and if you do, then run away from it. The dog will have health problems for all of it’s life. It has nothing to do with puppy mill or not, it is mostly likely a genetic defect that will affect the puppy in terrible ways along the way. It is almost guaranteed to have a liver shunt which will be horrible if it isn’t diagnosed and treated appropriately with a special diet.

Inbred puppies. The are mostly from puppymills. A lot of health problems.
